Charlotte/Martha Subordinate Service District - Assessment Rules

Phase 1 rules

 

A. All "buildable" lots are required to pay for a stub.

1 A "buildable" lot is defined as one of the following:

(a) A 20,000 sf platted lot.

(b) A single platted lot of less than 20,000 sf.

(c) 20,000 sf divisions of contiguous lots owned in common.

(i) Contiguous lots cannot be combined to avoid

assessment

(ii) Currently combined lots can be assessed for all

potential buildable lots

B. Lots with non-conforming systems must connect.

1) Seasonal cabins do not have to connect if they:

(a) Do not have a well.

(b) Have a conforming holding tank.

(c) Install a conforming holding tank.

2) Lots with conforming systems may defer connection until the system

is no longer conforming.

3) The point of enforcement for non-conforming systems is:

(a) Point of sale

(b) Building permit

C. Phase 1 pays all costs of the current project.

D. New homes built on assessed lots are required to install a CMSSD approved

pumping station and connect to the system.

E. Lots in Phase 1 with non-conforming systems are not allowed to upgrade their

systems rather than connect to the municipal sewer.

 

 

Phase 2 rules

 

F. When connecting, Phase 2 lots pay same costs (adjusted for inflation)

as Phase 1, plus all costs of necessary extensions.

G. No new homes can be constructed in any part of Phase 2 without

extending and connecting to the Charlotte/Martha Collection System.

H. Lots in Phase 2 with non-conforming systems will be considered on a

case-by-case basis on whether or not they will be allowed to upgrade their

systems rather than connect to the municipal sewer.
